Google says you can’t get back an account that has been banned but that isn’t true. Google considers to reactivate your account if it is your first ban. All publishers who violate Google AdSense policy may be banned but if you have been banned only once, you can get your account back. But getting back your account isn’t easy. You must confess to Google about your violation of Google Adsense Terms. You must also be able to convince them that you’ll not repeat it again.

If you get banned from Google AdSense program, you’ll be notified by e-mail. If you think you have done nothing wrong, you can appeal against Google’s decision. But winning an appeal is almost impossible because Google rarely takes a wrong decision. After you lose an appeal there is no other way to get your AdSense account back. You’ll no more be accepted for a Google AdSense program. But if you write to Google saying you’ve made a mistake and will not repeat the same mistake again, Google may accept you. However, it isn’t guaranteed. So, you may really miss a chance to join a Google AdSense program again. If you are accepted, you must commit for not violating any of the Google AdSense policies again, otherwise, you’ll be banned again and after getting banned twice, getting back your Google AdSense account is impossible until you change all the information you had submitted while registering with Google AdSense program before.
